Reforming the Draft Lottery
Silver addressed the persistent issue of "tanking," noting that the practice reached unprecedented levels this season, involving nearly a third of the league. The league is actively pursuing its vision for a 16-team European league, slated for the 2027-28 season. The proposed structure includes 12 permanent franchises—a mix of existing and new clubs—and four slots reserved for teams that qualify through merit-based play. Silver confirmed that the process is moving according to plan, with record interest in franchise bids and a formal awarding of teams expected later this autumn.
Growth in North America and Player Participation
Regarding potential expansion into Seattle and Las Vegas, Silver stated that discussions with interested parties are ongoing. While he noted that expansion is not a absolute certainty, a final decision is expected by the end of the year.
The commissioner also addressed the controversial 65-game rule, which determines eligibility for end-of-season awards. Despite concerns from stars who missed the cutoff, Silver remains firm:
«I'm frankly not ready to support a change. I think the rule is working.»
